Frequently asked questions

For procurement & general affairs, corporate real estate, and international design PMs evaluating Taiwan commercial fit-out.

Company & licence

Who is HQ Design — legal name and license?

HQ Design CO., LTD. (Chinese legal name: 惠強室內裝修股份有限公司; brand: HQ Design; Tax ID / UBN 89956251) is a Taipei-registered interior alteration / interior renovation contractor (室內裝修業), founded in 1995. Permit submissions are stamped by a registered interior-renovation professional on our team (name provided in each proposal pack). We have 31+ years of experience and 1,600+ completed commercial projects. Our office is at 9F, No. 135 Jingmao 2nd Rd, Nangang, Taipei.

Engagement models

Design & Build vs Local Partner — which do we need?

Choose Design & Build when you want one turnkey contract for design and construction under one in-house team and one PM — from briefing through handover.

Choose Local Partner when an overseas or captive design studio keeps design authorship and the client relationship; HQ Design then handles Taiwan permits, compliance, procurement and site supervision. Many international design PMs and CRE teams use the Local Partner path. See Local Partner and Services.

Can our overseas design studio keep design authorship?

Yes. Under the Local Partner model we do not take over design authorship. Your studio keeps creative control and the client relationship. HQ Design produces local permit and tender drawings and runs Taiwan landlord and statutory coordination under your design lead.

Can we engage HQ for permits only while design stays with us?

Yes, after assessment. Permits and compliance can be purchased standalone even when another firm designs and builds. We also offer build-only and full local execution (permits, procurement and site) while you keep design lead. Tell us which model you need when you enquire.

Why a dedicated project manager, site manager, and designer?

Role separation keeps accountability clear. A dedicated project manager is your single client window for programme, budget dialogue, and change control; a site manager owns quality, safety, and trade coordination on site; a designer holds design intent and buildability. Together they prevent one person from carrying every trade, permit, and stakeholder alone.

This model matters most for multi-trade commercial fit-outs, landlord- and permit-heavy buildings, occupied or zero-downtime sites, and multi-stakeholder clients — not every tiny shop. Our About page lists the team that makes this staffing possible. See How we staff a project on Services.

Taiwan permits & delivery

Who handles Taiwan interior renovation, fire and landlord permits?

HQ Design coordinates interior renovation filings, related fire submissions, and landlord / building-management requirements as applicable to each project. Scope is assessed with the proposal — we do not publish a fixed always-in-scope permit matrix. Permit submissions are stamped by a registered interior-renovation professional on our team.

Can you support zero-downtime or occupied-building fit-outs?

Yes at a programme level. Our site positioning includes Zero Downtime / turnkey delivery with phased, zone-by-zone construction intended to preserve operations, with institutional-grade noise, dust and access management and weekly progress reports. Exact method and programme are confirmed per project — we do not publish a fixed method claim here.

Working with international teams

Do you work in English with a PM outside Taiwan?

Yes. We provide a bilingual project manager as a single local window, English proposals and meeting notes, and Chinese filings for Taiwan authorities and landlords. Revit / CAD / PDF handoffs are accepted; we produce the local permit and tender sets Taiwan authorities need.

How fast do you reply, and who is the single point of contact?

We target a first acknowledgement within one business day. Email info@hqdesign.tw or lily.chang@hqdesign.tw, call +886-2-2557-3003, or use the contact form. On Local Partner engagements, one bilingual PM is your single local contact.

How do listed-company or foreign-HQ procurement or general affairs teams typically start?

Send layout or design intent (PDF / CAD / Revit as available), building and unit information, landlord handbook if you have it, target move-in, preferred engagement model (Design & Build, Local Partner / permit-only / build-only / full local execution), and the design PM contact to info@hqdesign.tw or via the contact form.

We acknowledge within one business day and propose next steps on an agreed short timetable. English for international stakeholders; Chinese for Taiwan filings.

For procurement & general affairs

What makes a design-build firm easier for procurement or general affairs to work with in Taipei?

For foreign HQ and listed-company fit-outs in Taiwan, the department that runs the vendor relationship is usually procurement or general affairs (admin). Lower coordination stress typically comes from a single accountable engagement path, named roles on one in-house team, bilingual commercial documents with Chinese for Taiwan filings, a stated reply window, and a clear owner for programme and change orders — rather than chasing separate trades.

HQ Design offers Design & Build (one turnkey contract under one PM) or Local Partner (your studio keeps design authorship; HQ handles Taiwan permits, compliance, procurement and site). Each project is staffed with a dedicated project manager, site manager, and designer. We target a first acknowledgement within one business day. Soft items such as permit scope stay assessment-required. See Services — For procurement & general affairs and what to send.

What reduces stress for procurement or general affairs during a Taiwan office fit-out?

Common stress points are unclear ownership of schedule and changes, bilingual document gaps, and slow first replies. HQ Design addresses those with: (1) one engagement model you choose — Design & Build or Local Partner; (2) role separation — dedicated PM as client window, site manager on site, designer on intent; (3) English commercial documents and Chinese regulatory filings; (4) first acknowledgement within one business day; (5) 12-month warranty after handover.

We do not publish a fixed always-in-scope permit matrix or site-survey SLA — those are confirmed per project after assessment. Staffing detail: How we staff a project.

One contract or many vendors — who owns schedule and change orders?

Under Design & Build, design and construction sit under one contract and one in-house team; the dedicated project manager is your client window for programme, budget dialogue, and change control. Under Local Partner, your design studio keeps authorship while HQ owns the Taiwan execution path it is engaged for (permits, compliance, procurement and/or site as scoped).

In both models the PM remains the single client window for schedule dialogue and change control on HQ’s scope, so procurement or general affairs is not left coordinating every trade alone. Compare models on Services and Local Partner.

Who does our procurement or general affairs team work with day to day?

Day to day you work with a dedicated project manager as the single client window. Behind that window, a site manager owns on-site quality, safety and trade coordination, and a designer holds design intent and buildability — role separation rather than one person carrying everything. International and overflow clients can work with a bilingual PM.

Team proof (4 PMs / 4 site managers / 4 designers / 2 finance & procurement) is on About; staffing detail is on How we staff a project.

How quickly do you acknowledge an RFI or RFQ from procurement or general affairs?

We target a first acknowledgement within one business day. Email info@hqdesign.tw (or lily.chang@hqdesign.tw), call +886-2-2557-3003, or use the contact form. After acknowledgement we propose next steps on an agreed short timetable.

A short start pack — layout or design intent, building/unit info, landlord handbook if available, target move-in, preferred engagement model, and design/project-lead contact — keeps the first reply useful. Project brief: Contact.

Are contracts and commercial documents in English, with Chinese for Taiwan filings?

Yes for the split we use in practice: English proposals, meeting notes and commercial documents for international stakeholders; Chinese for Taiwan authorities and landlords. A bilingual project manager can serve as the single local window. Revit / CAD / PDF handoffs are accepted; we produce the local permit and tender sets Taiwan authorities need when that scope is engaged.
